JKPSC KAS Mains Syllabus
The main examination assesses candidates' overall intellectual traits and depth of understanding rather than mere knowledge. Candidates should ensure that they provide relevant and meaningful answers.
The syllabus for the optional subject papers (Paper VI and Paper VII) of the examination is designed at the honors degree level, which is higher than a bachelor's degree but lower than a master's degree. The syllabus for the papers included in the Combined Competitive (Main) Examination is as follows:
Paper I – Essay
Candidates may be required to write essays on various topics. They are expected to closely adhere to the subject of the essay, organize their ideas in an orderly manner, and write concisely. Credit will be given for effective and precise expression.
Paper II – General Studies-I: Indian Heritage and Culture, History and Geography of the World and Society
1. Indian culture: Salient aspects of art forms, literature, and architecture from ancient to modern times.2. Modern Indian history: Significant events, personalities, and issues from the mid-eighteenth century to the present.3. The Freedom Struggle: Various stages and important contributors/contributions from different parts of the country.4. Post-independence consolidation and reorganization within the country.5. History of the world: Events from the 18th century such as the industrial revolution, world wars, redraw of national boundaries, colonization, decolonization, and political philosophies like communism, capitalism, socialism, etc.6. Salient features of Indian Society: Diversity of India, role of women and women's organizations, population and associated issues, poverty and developmental issues, urbanization, globalization's effects on Indian society, social empowerment, communalism, regionalism, and secularism.7. Salient features of world's physical geography: Distribution of key natural resources across the world, factors responsible for the location of industries, geophysical phenomena, geographical features, changes in critical geographical features, and changes in flora and fauna.
Paper III – General Studies-II: Governance, Constitution, Polity, Social Justice and International relations
1. Indian Constitution: Historical underpinnings, evolution, features, amendments, significant provisions, and basic structure.2. Functions and responsibilities of the Union and the States, federal structure, devolution of powers and finances, and challenges therein.3. Separation of powers, disputes redressal mechanisms and institutions.4. Comparison of the Indian constitutional scheme with other countries.5. Parliament and State Legislatures: Structure, functioning, conduct of business, powers & privileges, and issues arising out of these.6. Structure, organization, and functioning of the Executive and the Judiciary.7. Ministries and Departments of the Government, pressure groups, formal/informal associations, and their role in the Polity.8. Representation of People's Act, appointment to various Constitutional posts, powers and functions of Constitutional Bodies, statutory bodies, regulatory bodies, and quasi-judicial bodies.9. Government policies and interventions for development, development processes, the role of NGOs, SHGs, stakeholders, welfare schemes for vulnerable sections, and issues related to the social sector.10. Governance, transparency, accountability, e-governance, role of civil services, India's relations with its neighborhood, and international institutions and fora.
Paper IV – General Studies-III: Technology, Economic Development, Biodiversity, Environment, Security and Disaster Management
1. Indian Economy: Planning, mobilization of resources, growth, development, employment, inclusive growth, government budgeting, major crops, irrigation systems, agricultural marketing, farm subsidies, food processing, land reforms, liberalization, infrastructure, investment models.2. Science and technology: Developments and their applications, achievements of Indians in science
& technology, awareness in IT, space, computers, robotics, nano-technology, bio-technology, intellectual property rights.3. Conservation, environmental pollution and degradation, environmental impact assessment.4. Disaster and disaster management.5. Linkages between development and spread of extremism.6. Internal security challenges, cyber security, money-laundering prevention, border security, organized crime, security forces, and agencies.
Paper V – General Studies-IV: Ethics, Integrity, and Aptitude
This paper will test candidates' attitude and approach to issues related to integrity, probity in public life, problem-solving approach, ethics in human actions, human values, attitude, aptitude, emotional intelligence, moral thinkers, ethics in public administration, probity in governance, and case studies.
Paper VI and Paper VII – Optional Subject Paper I & II
Candidates may choose any optional subject from the following list:
